I had this problem for years and years. There are two solutions that may work. First I had tiny plugs inserted in the drain holes in my eyes. There is no pain with this procedure. This worked very well, but unfortunately, they can come out. After two tries with those, the next was a visit to the eye surgeon. He sealed the drain holes with laser. The only pain was from a needle on the upper check to numb the lower eye area. After both procedures, it was wonderful having my eye be able to water. Discuss both these options with your eye doctor.
